Purpose
Community Members at Large may be appointed to Board committees to:
- Augment the number of people and skill set available to support committee work
- Prepare the Community Member at Large to possibly join the Board at a future time
Duties and responsibilities of Community Members at Large
- Attend, participate in, contribute to and be voting members on Board Committees and attend public sessions of Board meetings
- Exercise the same duties and responsibilities as the directors of the corporation
- Community Members at Large are not eligible to serve as the Chair of any committee to which they are appointed
- Complete education and orientation sessions as appropriate to the position
Nomination and Qualifications
- Recommendations for nominations for Community Members at Large are made to the Board of Directors by the Governance Committee
- Names may be submitted for consideration by the Governance Committee provided that:
- they are in writing and signed by at least two (2) members in good standing
- they are accompanied by a written declaration signed by the nominee that he or she will serve as a Community Member at Large
- they are submitted to and received by the Secretary at least thirty (30) days before the date of the annual meeting.
- The Governance Committee will ensure that candidates being considered for nomination for election as Community Members at Large have the qualifications, ability and skills to advance the interests of the Corporation and reflect the characteristics of the areas being served by the Corporation
- Community Members at Large are subject to the same qualifications as elected directors
- Once a Community Member at Large is elected, the chair of the Board will designate the Committee on which he or she will sit
Term
A Community Member at Large is elected to serve on a Committee for a one-year term, subject to removal by the Chair of the Board. A Community Member at Large may be re-elected for a further term or terms of one year on the same conditions
Requirements
Participation by a Community Member at Large is conditional upon the individual:
- Signing the Declaration on Board Conflict of Interest
- Signing the Declaration on Board Code of Conduct
- Participating in the Board Orientation Program
- Becoming a Corporate Member
Biographies
Barb Cameron, Past Chair
Ms. Cameron has been a member of the Peterborough Regional Health Centre Board of Directors since 2001. She has also served as Chair of the Stewardship Committee and the Chair of the Governance & Planning Committee. Ms. Cameron is Vice President of Finance and Administration at Fleming College. Previous positions include Director of Finance and other financial management positions with Suncor Inc. Ms. Cameron has been previously involved as a Board member of Peterborough Social Planning Council, United Way of Peterborough and District, Peterborough Green-Up, and KawarthaNet. Ms. Cameron holds a Bachelor of Science degree from Mount Allison University and a CMA from the Society of Management Accountants of Alberta.
Douglas Bothwell
Mr. Bothwell was born and raised in Peterborough, and is a 40-year resident of the City of Kawartha Lakes. He attended Trent University for his undergraduate degree and the University of Toronto, where he received his Bachelor of Education. He worked for 35 years (1971-2006) with the Trillium Lakelands District School Board. Since retiring, he has volunteered as a committee member with the Kawartha Lakes Service Integration Model, a representative of Kawartha Lakes for the north-east sector of the Central East LHIN, and he is the incoming president of the Kawartha Lakes branch of the Canadian Mental Health Association (CMHA).
Blake Frazer
Blake Frazer was born in Belleville, and grew up in the Toronto suburb of Rexdale. After graduating from York University with an Honours B.A. in English and a Master of Business Administration, Blake began his Marketing career in product management with the Campbell's Company of Canada, on such brands as their famous red and white soup, Swanson, and Pepperidge Farm.
He moved on to Bristol-Myers, where he worked in the marketing department in new product development and the Javex bleach assignment. From there, Blake started a long career in the dairy business, joining Beatrice Foods. His fifteen years at Beatrice/Parmalat included Director of Marketing for the Dairy Division, where he introduced new brands and launched several business-building advertising and marketing campaigns. For the second half of his Beatrice career, Blake moved out west and lived in three provinces in the nineties, becoming General Manager of the Saskatchewan Division, and Director of Sales and Marketing, Western Canada, based in Calgary.
In 1999, Blake and his family returned home to Ontario, where he joined Kawartha Dairy Limited as Vice President and General Manager. He has enjoyed the challenge of building growth for this long-standing, family-owned Canadian business. Blake is a Director on the Board of the Ontario Dairy Council as well as a member of the Kawartha Manufacturers' Association, and is an avid squash player in his spare time. Blake and his son Nolan reside in Peterborough.
Ross Garland
Mr. Garland was elected to the Board of Directors of Peterborough Regional Health Centre in June 2004. Ross currently serves as the Chair of the Quality Committee, and is the 2nd Vice Chair. He is an executive with GE and has global business leadership responsibility for GE's Large Custom Motors located in Peterborough. He is the former CEO of a risk management software business and has held Vice President roles for European Operations as well as Asian Sales Operations with Siemens-Milltronics Limited. His experience includes leading change management, growth, and process improvement initiatives. He is a Director of GE Canada and a former member of the Board of Directors of ShowPlace Theatre in Peterborough. He holds a Bachelor of Business Administration (Honours) and a Masters of Business Administration from the University of Manitoba. Mr. Garland, his wife Kim, and their two children make their home in Peterborough, Ontario.

Terry McLaren
Terry McLaren is a community member at large and sits on the Planning Committee for the Peterborough Regional Health Center. Terry is the retired Chief of Police, and is married with two children and two grandchildren. Terry is a Past President of the Ontario Association of Chiefs of Police and is a member of the Canadian Association of Chiefs of Police. He is also the Past President of the Peterborough YMCA and was instrumental in pursing a new facility for the YMCA. He has served as President of the Kiwanis Club of Peterborough and has worked on numerous community projects.
As a police officer Chief McLaren has been commended on three occasions for outstanding police work, and has received three community citations for Community
Betterment from The City of Peterborough, for his work in the community as a volunteer. He is also a 2007 United Way Schofield Finalist Award recipient, recognizing his contributions to the community. In November of 2007 he was inducted into the Special Olympics Hall of Fame, to recognize his outstanding leadership and support to the Ontario Special Olympics.
In May of 2006, he was invested, as a Member of the Order of Merit of Canada, Police Forces by her Excellency the Governor General, and he has also been awarded the 20 and 30 year Police Exemplary Service Award from the Governor General of Canada. In 1998 he was presented with the Gold Medal Award from the Ontario Human Rights and Race Relations Center for his contributions in promoting Race Relations.
Terry enjoys fishing, camping, off-ice hockey officiating and spending quality time with family.
Trang Nguyen
Elected by the PRHC Board of Directors to the Community Member at Large position in June of 2011, Ms. Nguyen is an Accounting Manager at Corus Entertainment. Ms. Nguyen’s reporting divisions are CKWS Television (Kingston & Belleville), CHEX Television (Peterborough), Channel 12 Television (Durham), and the WOLF and the KRUZ radio stations in Peterborough.
Ms. Nguyen was a former advisor of the Accounting Committee at Fleming College. She served two full terms on Fleming’s Board of Governors – appointed 2003-2009. Ms. Nguyen was a member of the Board’s Finance and Property Audit Committee from 2003-2009. During 2004-2005, Ms. Nguyen served as the Committee Vice-Chair and was elected as the Chair of both Committees for 2005-2006.
For 2005-2006, Ms. Nguyen also served on Fleming Board’s Executive Committee as well as the Human Resources Committee. Ms. Nguyen holds a Bachelor of Commerce (Honours) degree and a CGA from the Certified General Accountants Association of Ontario.
Dave Paterson
Former President of Johnson & Johnson subsidiary, Surgikos Canada Inc. Peterborough and former St. Joseph’s Hospital Chairman. Retired executive from Johnson & Johnson, having served 30 years in various senior management capacities in both Canada and the United States. Previously employed by large multi-nationals – Gulf Oil and Philips Electronics. Experienced in financial management, operations management, sales & marketing, project and process management. Obtained a CMA (Certified Management Accountant) designation in 1974. Wide variety of community interests and involvement, as well as volunteer activities during working career and retirement.
Alan Robinson
For nearly two decades, Alan Robinson held the position of President and CEO with one of the nation's largest and most influential national trade associations, the Packaging Association of Canada. Prior to joining PAC in 1986, he enjoyed a highly successful career in politics, which began with his election as a municipal alderman and culminated with his appointment as an Ontario Cabinet Minister under the Honourable William Grenville Davis. Before his political career, he was an award-winning print and radio journalist with the CBC National Radio News, the Toronto Star and the Canadian Press (amongst others).
Alan has been a regular guest commentator on Ontario and federal politics on radio and television talk shows across the country. He currently provides consulting services to a variety of private- and public-sector organizations and stakeholders.
Steve Russell
Steve Russell joined the Peterborough Regional Health Centre Board’s Quality of Care Committee as a Community Member at Large in 2011. He is a retired Professional Engineer and spent his entire career in health Information and Communication Technology (ICT) field.
He worked at the Ontario Ministry of Health and Long term Care, the Ontario Hospital Association and consulted on many domestic and international assignments. Steve is currently working in Africa assisting in the fight against AIDS, tuberculosis and malaria. He graduated from the University of Waterloo in Mechanical Engineering and Management Sciences in 1968. He retired full time to Buckhorn in 2008 after enjoying seasonal residency since 1972.
He enjoys keeping active with curling, lawn bowling, golf and doubles squash. He is a proud of his 4 children and 6 grandchildren.
