Peterborough Regional Health Centre
Board of Directors – Biographical Sketches
Greg Connolley
Elected to the Peterborough Regional Health Centre Board of Directors in June of 2004, Mr. Connolley currently holds the positions of Treasurer and Chair of the Stewardship Committee. He is a retired 30-year veteran of the Ontario Provincial Police and the Royal Canadian Mounted Police. He remains active in police work as an Adjudicator and Hearing Officer and is currently a professor in the School of Law, Justice and Community Services at Fleming College. He has also taught in the Forensic Science Department at Trent University from 2004 – 2010.
Mr. Connolley has served on the Board of Directors of the Art Gallery of Peterborough and is a member of the Ontario Association of Police Educators, the Council of Canadian Administrative Tribunals, the Society of Ontario Adjudicators and Regulators, the Ontario Association of Chiefs of Police, the OPP Commissioned Officers’ Association and the Royal Canadian Military Institute. He is a former member of the Fleming College Council, the Kiwanis Club of Peterborough, and the Camp Kawartha & the Kawartha Outdoor Education Centre Board of Directors.
John Connolly
Elected to the Board of Directors of the Peterborough Regional Health Centre in June of 2009, John Connolly also serves as a member of the Stewardship Committee. Mr. Connolly is a senior manager of strategic and long-range planning with the Federal Government and has more than 22 years of progressive experience working at the regional, provincial and federal levels of government. His work experience has centred on policy, strategic planning as well as environmental & transportation planning. Mr. Connolly has been an active member of the Peterborough community since moving here in 1997, through his involvement as: Director (Board of Directors) of the Kawartha-Haliburton Children's Aid Society - former Chair of its Agency Governance & Public Relations Committee; Director (Board of Directors) of the Peterborough Utilities Group of Companies including Director of Peterborough Utilities Inc. and former member of the Audit Committee. John and his wife, Joan, live in the City of Peterborough with their three children.
Brian Desbiens
Dr. Desbiens served as President of Sir Sandford Fleming College (with campuses in Cobourg, Haliburton, Lindsay and Peterborough) from May 1988 to August 2004. His areas of expertise include administration in postsecondary education, counselling, human relations, teaching/learning, and community development. He has worked at or taught for St. Clair College, Sir Sandford Fleming College, Michigan State University, Central Michigan University, and OISE-University of Toronto.
Dr. Desbiens served on several national and provincial organizations. He served nationally on the Prime Minister’s National Advisory Board on Science and Technology, on the National Advisory Council on Energy Efficiency, was a founding member of the Canada Millenium Scholarship Foundation, and presently serves on the Canadian Merit Scholarship Foundation. He served as a member and chair of the Canadian Network of College Presidents, chaired the provincial Council of Presidents, the Ontario College Application Centre Management Board and the Human Resource Development Task Force.
Provincially he was a member of the founding Board for the Optical Regional Advanced Network of Ontario (ORANO), the Secondary School Reform Committee of Ontario, the Central Ontario Smart Growth Panel, the Educational Quality and Accountability Board (which he now Chairs), and the Advisory Committee for the Ph.D. program in Leadership at the University of Toronto, where he now teaches.
He has received several awards: Counsellor of the Decade, United Way Leadership Award, Trent University Community Leadership Award, Minister of Training Colleges and Universities Lifetime Achievement Award for his contributions to the Ontario College system, and the Order of Ontario.
Locally, he has served his community by chairing the United Way Campaign, and through his memberships with the Greater Peterborough Area Economic Development Council, the Community Health Care Advisory Group, the PRHC Foundation, the Aboriginal Council at Fleming College and the Peterborough Literacy Association. He is Deputy Chair of the Flood Relief Committee for Peterborough, member and Chair of the Board of Fischer Caste Global Inc., member of the Mayor's working group on poverty reduction for Peterborough and senior consultant for the Student Support Leadership Initiative project.
Dr. Desbiens and his wife Ellen reside in Omemee, Ontario, where they enjoy their three children and five grandchildren. His personal interests include family, travel, sports, golf, canoeing, art-stain glass and iron sculpture, community volunteering, and learning.
Dr. Mary Ferguson Paré
Dr. Ferguson-Paré recently retired as Vice-President, Professional Affairs and Chief Nurse Executive at University Health Network, which comprises Toronto General, Toronto Western and Princess Margaret Hospitals. She was also the Vice-President, Nursing Services at the Baycrest Centre for Geriatric Care and the Vice-President, Professional Affairs, Human Resources and Organizational Development at the Vancouver Hospital and Health Sciences Centre (five sites).
She is an Adjunct Faculty member at York and Trent University Schools of Nursing. Her previous experience also includes progressive senior nursing management and executive positions in both the acute care and long-term care sectors; nursing education; and institutional and community nursing experience in Psychiatry, Addictions Therapy, Victorian Order of Nurses, Family Practice and Student Health.
Dr. Ferguson-Paré has focused her professional and academic activities on organization and management development within health care and the development of leaders who promote autonomous professional practice and a client-centred approach to service. During the SARS outbreak Mary served as a member of the Clinical Advisory Team for the Ministry of Health and Long Term Care. Later she was appointed to the National Advisory Committee on SARS and Public Health.
Following a sabbatical, she tabled a report and recommendations on innovation in nursing service delivery, improving the patient experience and outcome measurement. Recently, she has been instrumental in conceptualizing a redesign of second-entry undergraduate education in Nursing, in partnership with Nipissing University, with the development of the Scholar Practitioner Program. She has also initiated the establishment of the York/University Health Network Nursing Academy, where an innovative Diploma to Masters Graduate Program in Nursing is being developed.
Dr. Ferguson-Paré is the recipient of the Distinguished Alumni Award, University of Toronto Faculty of Nursing, the Award of Excellence in Nursing Leadership, Ontario Hospital Association and the National Nursing Leadership Award, Canadian College of Healthcare Executives. She also has been the President of the Academy of Canadian Executive Nurses.
Peter Frood
Peter Frood joined the Stewardship Committee of the Peterborough Regional Health Centre Board of Directors as a Community Member at Large in March, 2011. He has over 30 years of policy, planning and executive leadership with the Federal Government and Not for Profit organizations. Most recently, he was the Parks Canada Superintendent responsible for the Trent Severn Waterway, Georgian Bay National Park and Bethune Memorial House. Peter has varied experience leading multi-jurisdictional program, policy and governance initiatives including the development of pan Canadian heritage conservation programs and resources and the establishment of the Centre for Municipal Aboriginal Relations. He has also worked in Canada’s north where he was the General Manager of an Inuit Co-operative.
Peter studied at Concordia (BA), York (MES) and Harvard (MPA). In addition to his involvement with PRHC, Peter is Chair of the Smith Ennismore and Lakefield Heritage Advisory Committee, Secretary of the Art Gallery of Peterborough Board and is a member of the United Way Campaign Cabinet where he coordinates the Corporate campaign. Peter and his wife Francoise Bouchard are bemused and delighted by the evolving lives of their children Jonathan and Sarah.
Stephen Fulford
Mr. Fulford holds a Bachelor of Commerce degree with honours from Queen's University and is designated as a Chartered Accountant by the Institute of Chartered Accountants of Ontario.
Since articling with Price Waterhouse, Chartered Accountants, Steve has enjoyed a thirty year career as a Chief Financial Officer of an international business-to-consumer marketing firm, a Principle of Vanford Realty Corporation (a commercial real estate developer) and now provides business advisory services a Principle of Venture Insights Ltd. Mr. Fulford has been a lecturer at the Institute of Chartered Accountants of Ontario's School of Accountancy and at York University's School of Economics.
Mr. Fulford and his wife Julie have three children, Michael, Emily and Alison. They reside in the City of Peterborough.
Bob Howitt
Currently has a practice as an Investment Advisor with BMO Nesbitt Burns, a subsidiary of the Bank of Montreal. Twelve years of successful international franchise ownership, in high-volume retail national hospitality service franchises. Plant Superintendent at Fleetwood Enterprises Inc., following 12 years in senior management. Western Region Operations Manager with American Hospital Supply. Graduated from Trent University with a Bachelor's degree.
Married for 40 years to Shirley, who he met in high school. One daughter, one son-in-law and 2 granddaughters currently (ages 6 and 10).
Adair Ireland-Smith
Ms. Ireland-Smith was elected to the Board of Directors of the Peterborough Regional Health Centre in 2008. She is the Director of Ontario Parks, a position she has held for the past 10 years. Based in Peterborough, she has almost 30 years of progressive experience in the Ontario Government with the Ministry of Natural Resources.
Shelley Knott Fife
Shelley Knott Fife was elected to the Peterborough Regional Health Centre Board of Directors in 2009. She is a graduate of the University of Waterloo and Trent University. Shelley worked as Campaign Manager for the new First Peoples House of Learning at Trent University before taking on the role of Education Manager of Curve Lake First Nation from 2001 to 2007. Shelley has been the Aboriginal Education Coordinator of the Kawartha Pine Ridge District School Board, an Aboriginal Education Officer for the Toronto Region of the Aboriginal Education Office of the Ministry of Education, and is now working as an Education Specialist with Indian and Northern Affairs Canada. In addition to being a former elected member of Council in her home of Curve Lake First Nation, and Vice-Chair of the Board of Governors of Fleming College, Shelley has made various community contributions on several education and youth committees and councils including a provincial appointment to the Ontario Early Years Committee, Shelley has been published in the "Canadian Association of Principals" and the "Canadian Centre of Alternative Policy’s Education Journal" on the subject of education and the aboriginal experience.
Gary Lounsbury
Elected to the Peterborough Regional Health Centre Board of Directors in 2006, Mr. Lounsbury currently holds the position of Chair. Mr. Lounsbury was the former Executive Director of Five Counties Children’s Centre and has held management positions at Quaker Oats Company of Canada Limited, Peterborough Utilities Commission and General Time of Canada Limited. His post secondary education includes Advanced Technology, Computer Science, General Business/Management and Certified Health Executive. Mr. Lounsbury also has a sizable list of leadership and volunteer service contributions which includes, among others, Director of City of Peterborough Holdings Inc., Director of Peterborough Utilities Services Inc. Past Chair service includes: Greater Peterborough Area Economic Development Corporation; Haliburton Kawartha Pine Ridge Durham District Health Council; Sir Sandford Fleming College and Kawartha-Haliburton Children's Aid Society.
Barbara J. McGregor
Ms. McGregor became a member of the Peterborough Regional Health Centre Board of Directors in 2008 and is Chair of the Governance Committee. Barbara was a senior partner in the law firm Osler, Hoskin & Harcourt in Toronto. Barbara specialized in real estate investment and development in Canada. Her practice focused on acquisitions and dispositions in real estate developments and portfolios; structuring joint venture transactions; property and asset management; financings for both borrowers and lenders; and leasing (including long-term ground leases, building leases and space leases) for landlords and tenants. She acted as counsel for various investors (including large pension funds and non-Canadian entities) and for governmental bodies (such as municipalities and universities) in structuring transactions with the private/public sector. Barbara has been profiled in the Lexpert/American Lawyer Media Guide to the Leading 500 Lawyers in Canada, The Canadian Legal Lexpert Directory (in property leasing, property development, and corporate- commercial law categories) and Chambers Global’s The World’s Leading Lawyers for Business. She is a past member of Trent University’s Board of Governors. Barbara grew up in Peterborough, and has a home in Douro, outside Lakefield.
Lori Neill
Lori joined the PRHC Board in 2011. She holds two degrees from McMaster University (HBPE & BHScPT) and an Advanced Graduate Diploma in Business Management and Masters of Business Administration from Athabasca University. She is a Director and the Managing Partner of a group of private community-based multidisciplinary rehabilitation centres and a consultant in corporate disability management.
Lori has served as President, Chair of the Council, Executive and Quality Assurance Committees of the College of Physiotherapists of Ontario which regulates the practice of Ontario’s 7300 physiotherapists. She represents Ontario on the Board of the Canadian Alliance of Physiotherapy Regulators and Chairs its Governance and Nominations Committee. Lori brings a rich understanding of the provincial health system including the legislative framework and quality and accountability mechanisms as well as passion, training and experience in models and principles for governance excellence.
Having grown up in Lakefield, and now residing in Peterborough with her husband Scott and their 2 children, Lori has long-standing connections to this community.
Michael Taylor
Michael Taylor joined the Peterborough Regional Health Centre Board in 2009, following several years of fund raising and health care board experience with the PRHC Foundation. He served as Chair of the PRHC Foundation from 2006 to 2008, and on the Foundation board from 2002 to 2009. Other board related experience was garnered as a director of Cross Canada Logistics Inc., the Ontario Dairy Council, and with Community Resources and Employment Services in Brantford, ON. Michael has extensive experience at the senior management level in the food and beverage industry, through progressive positions in sales, marketing, operations, logistics, and HR/union contract negotiations. Coca-Cola, Beatrice Foods, Unilever/Good Humour – Breyers, and Baskin-Robbins provided the foundation for Michael’s career development. Michael graduated from the University of Western Ontario with a Bachelors Degree, has completed his designation in the Canadian Institute of Management (CIM), the Executive Development Program at the University of Guelph, and received a Marketing Diploma from Kellogg School of Management, Evanston, Ill. Michael is the Manager, Major Giving with the Five Counties Children’s Centre Foundation, and also owns Knox Wolfe Holdings, a management consulting, brokerage, and distribution business. Michael resides in Ennismore with his wife Sandra, and two sons.
Alan Wotherspoon
Elected to the Board of Directors of the Peterborough Regional Health Care Centre in June of 2009, Alan Wotherspoon is a retired High School principal. He and his wife moved from Ottawa to Peterborough in 2000. Since moving to Peterborough Alan has been a member of the Lakes Advisory Committee for the PRHC "By Your Side" campaign, a member of the Board of the Canadian Canoe Museum and is a Deacon at All Saints’ Anglican Church. In 2007 he was honoured by the Rotary Foundation by being named a Paul Harris Fellow in recognition of his community involvement. While in Ottawa he was a member and president of the United Way of Ottawa Carleton, the Regional Palliative Care Association and the Community Care Access Centre (CCAC) of Ottawa-Carleton. He also served on the board of the Ontario Association of CCACs. In 1998 Alan was appointed to the Consent and Capacity Board of Ontario and served until 2004. His interests and hobbies include photography, reading, golf and water activities. Alan is married to Joan and they have three children and five grandchildren.

Ian Scates (Voting)
Ian Scates is a native of Montreal. With an aptitude for everything mechanical, he was educated at George Brown College and Alcan Canada. Ian moved to Peterborough in 1980 to join his family in a small business venture, Central Smith Creamery. This has led to a very rewarding career in the dairy industry. Ian and Jennifer stay very active with their two daughters Jillian and Tessa. Skiing has been a focus of family travel throughout North America. Ian’s summertime passion is golf. He has been a member of the PRHC Foundation Board of Directors since 2004, serving as chair of the Major Gifts Division during the BYS Campaign. Ian served as Vice Chair from 2008-2010 and was elected Chair in 2010.
Dr. Peter McLaughlin (Non-voting)
Dr. McLaughlin assumed the position of Chief of Staff at Peterborough Regional Health Centre in August 2005, and has been Medical Coordinator of the PRHC cardiac catheterization laboratory since August 2002. He is formerly a Professor of Medicine, University of Toronto, and a staff cardiologist at the University Health Network, and remains as an Adjunct Clinical Professor of Medicine at U of T. He is a Fellow of the Royal College of Physicians and Surgeons of Canada, and the American College of Cardiology. Dr. McLaughlin graduated from the University of Toronto Medical School in 1970, and undertook postgraduate training at the Ottawa Civic Hospital, Toronto General Hospital and Stanford University Medical Centre in California. Dr. McLaughlin has had a long interest in investigation and treatment of the adult patient with congenital heart disease. He has published over 120 original articles, 175 abstracts, and one book, and has lectured and given demonstrations in his area of interest in the United States, Canada and Europe. Dr. McLaughlin has completed terms as a Governor of the American College of Cardiology, President of the Canadian Cardiovascular Society, President of the Canadian Cardiovascular Academy, and Director, Division of Cardiology at the University of Toronto.
Jayne White (Non-voting)
Jayne White is PRHC's Chief Practice Officer and Chief Nursing Executive.
Dr. Srinu Kammila (Non-voting)
Dr. Kammila is a nephrologist and is the current President of the Medical Staff at Peterborough Regional Health Centre.
Ken Tremblay (Non-voting)
Ken Tremblay joined Peterborough Regional Health Centre as the President & CEO in 2010. Prior to coming to Peterborough, he was the CEO of the Chatham-Kent Health Alliance (CKHA) where he served from 2003 - 2009. Mr. Tremblay led CKHA to become one of Canada's Top 100 Employers and a best practice spotlight organization with the RNAO. Prior to that, Ken headed an executive search practice for physicians and healthcare executives and was also President and CEO of: St Joseph’s Hospital, Brantford; York Central Hospital, Richmond Hill; and, St. Boniface General Hospital, a teaching hospital in Winnipeg. More recently, Mr. Tremblay was a peer reviewer for Quinte Health Care and a member of the operational review team at Cambridge Memorial Hospital. As a volunteer, Ken has been active with organizations like the Chamber of Commerce, the United Way, and the Rotary Club. He enjoys a wide array of interests – from canoeing and photography to woodworking and wine collecting – he lives in Peterborough with his wife Siobhan.
